三輪山を 然(ｼｶ)も隠すか 雲だにも 心あらなも 隠さふべしや
Why should the clouds hide Mt. Miwa so seriously?
I wish they should be considerate enough not to hide it so consistently.
反歌
三輪山を 然(ｼｶ)も隠すか 雲だにも 心あらなも 隠さふべしや
額田王
右の二首の歌は、山上憶良大夫の類聚歌林に曰はく「都を近江国に遷す時に三輪山を御覧す御歌なり」といへり。
日本書紀に曰はく「六年丙寅(ﾋﾉｴﾉﾄﾗ)の春三月辛酉(ｶﾉﾄﾄﾘ)の朔(ｻｸ; 一日)の己卯(ﾂﾁﾉﾄ)、都を近江に遷す」といへり。
(現代語訳) 三輪山をそんなにも隠すのか。せめて雲だけでも思いやりがあってほしいものだが、(そんなにも)隠しつづけるのか。
現代語訳(左注) 右の二首の歌は、山上憶良の類聚歌林によると「都を近江に遷す時に三輪山を御覧になった御歌だ」という。
日本書紀では「天智六年の三月十九日に近江遷都」とある。

Why should the clouds hide Mt. Miwa so seriously? I wish they should be considerate enough not to hide it so consistently.
Nukata no Okimi
The above two poems are said to have been written, according to Ruiju Karin by Yamanoue Okura no Daifu, “when the capital was moved to Omi Province, looking out over Mount Miwa.”
The Nihon Shoki states, “In the sixth year of the Heijin era, in the spring of the third month, on the first day of the Xinyou year, on the day of the Rabbit, the capital was moved to Omi.”
