Notes on Ricardo’s Principles

天才経済学者にして、優れた実務家、また大投資家であったリカードは、先人、また同時代の優れた経済書に注釈を加えることで、経済学研究を行いました。ケインズもまたしかりです。リカードにならい、その主著”Principles of Political Economy and Taxation”(政治経済学と課税の原理)を精読し、コメントを加えたいと思います。勿論、現代の経済状況は、リカードが生きた当時より、規模、質の面で比較にならないほど大きく変化し、経済理論もはるかに洗練され、精緻に、また数理的になっています。しかし、国際貿易におけるリカードの比較優位説は現代も妥当性を持っていますし、合理的期待形成学派はリカード経済学の流れを汲んでいることなど、リカードの視点には、時代の変化にも古びることのないすばらしさがあります。「原石の輝き」を味わいたいと思います。

Original Preface

生産要素としての土地、労働、資本; 分配論としての経済学

(0.1) The produce of the earth – all that is derived from its surface by the united application of labour, machinery, and capital, divided among the three classes of the community, namely, the proprietor of the land, the owner of the stock or capital necessary for its cultivation, and the laborers by whose industry it is cultivated.

リカードは、土地、労働、資本を本源的生産要素とみなし、自らの経済学は、「生産活動による果実(所得)の分配を扱ったもの」であるとしています。 ケインズは一般理論の中で、「リカード経済学(=古典派経済学)は、その後100年の経済学を支配した。しかし、リカードは自らの経済学の本質、限界をよく理解していた。それは、経済活動から生じる所得の分配を扱ったものであり、雇用量、国民所得を決定するものではないということ。明晰性に欠ける彼の後継者たちは不用意にも、その理論を雇用量、国民所得の決定にまで踏み越えてしてしまった」という趣旨のことを述べています。正に序論(Preface)の冒頭でそのことを明らかにしているのです。「土地から生じる果実は地主に、資本から生じる果実は資本家に、労働から生じる果実は労働に分配される。」

農業経済

(0.2) But in different stages of society, the proportions of the whole produce of the earth which will be allotted to each of these classes, under the names of rent, profit, and wages, will be essentially different; depending mainly on the actual fertility of the soil, on the accumulation of capital and population, and on the skill, ingenuity, and instruments employed in agriculture.

「土地から産み出される果実は、地代、利益、賃金に分配される。その配分は社会の発展段階によって異なってくる。つまり、土地の豊かさ、資本の蓄積、人口増、農業における熟練、創意、技術、道具のあり方に依存している。」リカードは、農業を念頭に自らの経済理論を展開しています。

リカードの差額地代論は限界生産力説に通じる

(0.3) In 1815, Mr. Malthus, in his ‘Inquiry Into the Nature and Progress of Rent’, and a Fellow of University College, Oxford, in his ‘Essay on the Application of Capital to Land’, presented to the world, nearly at the same moment, the true doctrine of rent; without a knowledge of which it is impossible to understand the effect of the progress of wealth on profits and wages, or to race satisfactorily the influence of taxation on different classes of the community; particularly when the commodities taxed are the productions immediately derived from the surface of the earth. Adam Smith, and other able writers to whom I have alluded, not having viewed correctly the principles of rent, have, it appears to me, overlooked many important truths, which can only be discovered after the subject of rent is thoroughly understood (0.3)

「地代についての正しい認識がなければ、富の蓄積が、利潤や賃金へ及ぼす効果や、課税の地主、資本家、労働者といった各層への影響を正しく理解することは不可能である。特に、生産物が土壌(土地)から直接に生産される場合はそのことが言える。」リカードはここでも、自らの理論は、農業を想定して展開していることを述べています。「アダム・スミスや他の有能な経済学者等は、地代の原理を正しく理解していないだけでなく、地代の本質を正しく理解しなければ把握できない重要な真実を見逃している。」地代の原理を把握することが、その経済理論の根幹である、としています。リカードの差額地代論は、現代経済学における限界生産力説に通じる考え方といってよいでしょう。地代の差は、それぞれの土地の(限界)生産力の違いによって生じるという意味において。

科学としての経済学

(0.4) To supply this deficiency, abilities are required of a far superior cast to any possessed by the writer of the following pages; yet, after having given to this subject his best consideration – after the aid which he has derived from the works of the above-mentioned eminent writers – after the valuable experience which a few later years, abounding in facts, have yielded to the present generation – it will not, he trusts, be deemed presumptuous in him to state his opinions on the laws of profits and wages, and on the operation of taxes. If the principles which he deems correct should be found to be so, it will be for others, more able than himself, to trace them to all their important consequences.

リカードは、地代の原理を基礎にして「利潤、賃金の理論、そして課税の効果を述べるには自らをはるかに上回る能力がいる」と謙虚に述べています。この謙虚な人柄が、リカードをして、同時代、そして後世代の人々に好意的に迎えられた原因といえるかもしれません。そして、「自らが正しいと考える利潤、賃金、課税の理論を展開するが、その是非を判断することは、彼より優れた能力のある他者に委ねる」と述べます。自らの理論の是非を自らの主観的な思い込みではなく、他者に任せるという姿勢、客観性の重視は、(社会)科学としての経済学のあり方、経済学者としてのリカードの立場を明らかにしたものと言えるでしょう。

アダム・スミスへの尊敬と批判

(0.5) The writer, in combating received opinions, has found it necessary to advert more particularly to those passages in the writings of Adam Smith from which he sees reasons to differ; but he hopes it will not, on that account, be suspected that he does not, in common with all those who acknowledge the importance of the science of Political Economy, participate in the admiration which the profound work of this celebrated author so justly excites.

リカードは、「アダム・スミスの著作のいくつかの言説に異論をとなえるが、政治経済学の創始者である同氏に対する敬意は変わるものではない」との趣旨を述べます。

経済学者としての立場を表明

(0.6) The same remark may be applied to the excellent works of M. Say, who not only was the first, or among the first, of continental writers taken together to recommend the principles of that enlightened and beneficial system to the nations of Europe: but who has succeeded in placing the science in a more logical and more instructive order; and has enriched it by several discussions, original, accurate, the profound. The respect, however, which the author entertains for the writings of this gentleman has not prevented him from commenting with that freedom which he thinks the interests of science require, on such passages of the ‘Economic Politique’ as appeared at variance with his own ideas.

「同じことが、政治経済学を科学として、より論理的に、示唆に富むものにしたセイ氏にも言える。けれども、その尊敬が、科学的、批判的な検証を加えることを拒むものではない」とリカードは述べます。科学としての経済学のあり方、そして、自らが、いわゆるジャーナリストや文筆家ではなく、科学としての経済学を司る経済学者であることを表明しているのです。もっとも、筆者(=中湖)にとっては、リカードは、三位一体(実務家・投資家・経済学者)ですが。
